About SKILLS

Primary Structures Educational Foundation, Inc. (PSEFI) was established in 2008.  It is a duly accredited foundation by the Philippine Council of NGO Certification (PCNC) – the Philippine government arm in certifying foundations.

PSEFI is engaged in training and consulting services. As a training foundation,  one of its purposes is to help the marginalized sector of the society find a job: Out-of-school youth  (OSY,) out-of-school  adult (OSA,) and women.  It also helps NGOs  and small construction companies start and maintain their business.

To help PSEFI pursue its mandate, it has partnered and worked  with the Technical Education and Skills Development Authority  (TESDA,) Local Government Units (LGUs,) Non Government Organizations(NGOs,) as well as various national and international organizations.
